National Mentoring Month

January is National Mentoring Month to help promote youth mentoring in the United States. To focus on serving the disability population, specialized resources have been compiled by ETA to increase awareness of its impact and the different technical assistance tools available to help bridge the mentoring gap. Braille Literacy Month

January is National Braille Literacy Month. It is estimated that 700,000 Americans younger than 21 are blind or have serious vision problems, even when wearing glasses. Braille uses a code of up to six dots to facilitate reading and writing. The word “Braille” stems from Louis Braille who became blind from an accident at the age of three. ETA compiled Workplace Resources for the Blind on WorkforceGPS to help increase awareness on how we can accommodate individuals with vision loss.

WINTAC Search Engine Tool (TAC-IS)

ETA is pleased to highlight that WINTAC developed a search engine tool called Technical Assistance Center Information Systems (TAC-IS). TAC-IS retrieves website information from both VR Technical Assistance Centers and Workforce Development System Partners. Just enter the key word(s) you are looking for to retrieve information from all 17 websites in one location.  Give it a try!

Mental Health Awareness Month - May

May is Mental Health Awareness Month. The issue of mental health is everyone’s concern and its impact to the American workforce is significant. The link to Workplace Resources for Mental Health is posted to help breakdown stereotypes and stigma that continues to exist. Workforce Innovation Disability and Employment Webinar

ETA is pleased to highlight a webinar titled “Moving Forward: Disability and Employment Service Delivery” on Wednesday, May 16th from 2:00 to 3:30 PM EST. The presenters are representing a cohort that comprised of WIOA core program partners and other key stakeholders. Participants Needed for University Study on Job Crafting

The University of New Hampshire (UNH) is looking for volunteers to take part in a study to evaluate whether job crafting strategies can effectively assist people with disabilities adapt to their work tasks and improve job retention.  Over six weeks, participants from anywhere in the country would virtually complete interviews, job crafting exercises and online surveys.  To learn more about this study and possibly enroll, please see the one-pager attachment.

Connecting the Pieces – Disability Employment Initiative (DEI)

On April 1, 2019, Disability Employment Initiative (DEI) grant resources were folded within the “Disability and Employment” Community in WorkforceGPS. The historical DEI grant resources to support the 55 DEI projects in 30 states can also help support the broader workforce. Today, there are 12 DEI Projects implementing the grant.  In connecting the pieces as we move forward together, our goal is to help achieve a brighter future for Americans with disabilities in the labor market.

CSAVR Report – Investing in America (2019)

ETA is pleased to highlight a 2019 CSAVR report titled Investing in America.  The Council of State Administrators of Vocational Rehabilitation (CSAVR) is comprised of chief administrators of Vocational Rehabilitation (VR) agencies serving individuals with physical and mental disabilities.  This publication highlights how Georgia innovatively leveraged cross-system resources between WIOA Title I and WIOA Title IV programs to effectively support Georgians with disabilities.

Training and Employment Notice (TEN) NO. 24-18

ETA released TEN NO. 24-18 on April 3, 2019, to provide an updated version of the Department of Labor’s Workforce Innovation and Opportunity (WIOA) Section 188 Disability Reference Guide to American Job Center programs. The guide provides promising practices that correlate with specific nondiscrimination and equal opportunity requirements in Section 188 of WIOA and its implementing regulations.

Training and Employment Notice (TEN) NO. 16-18

ETA, in collaboration with ODEP, released TEN NO. 16-18 on March 8, 2019, to notify the workforce system about the Social Security Administration’s Ticket to Work program’s new administrative processes for public workforce employment networks (ENs).  This TEN supports the Department of Labor’s goal to expand the capacity of the American Job Center network to serve persons receiving Social Security disability benefits.

"America Saves Week" Awareness

The America Saves Week campaign is happening between 2/25 through 3/2 to help get Americans to understand why it is critical for their financial success to make savings a priority.  To support this effort, ETA is highlighting one way people with disabilities can invest for their current or future financial needs is through ABLE accounts, which are tax-advantaged savings accounts for individuals with disabilities and their families.  To learn more, visit the ABLE National Resource Center.

"In Focus" CSAVR Newsletter Launch

ETA is pleased to highlight a recently launched newsletter by The Council of State Administrators of Vocational Rehabilitation (CSAVR) called “In Focus”.  This quarterly publication will be framed around four focus areas supported by examples on how state VR agencies are meeting the charge.  The January publication highlights innovative practices from the states of Alabama, Massachusetts, Minnesota, and Oklahoma.  The site also includes a link to subscribe to the newsletter.

BLS News Release - 2018 Disability Statistics

The U.S. Bureau of Labor Statistics (BLS) released the Persons with a Disability: Labor Force Characteristics – 2018 report.  The data on persons with a disability are collected as part of the Current Population Survey (CPS).  The report shows that the annual unemployment rate for a persons with a disability dropped to a record low of 8.0% in 2018, down from 9.2% from the previous year.  Visit the BLS news release to learn about other key highlights.

RETAIN Grant Awards Announced

ETA is pleased to highlight a DOL News Release announcing nearly $19 million in grant awards to eight state agencies to help keep injured or ill employees in the workforce.  Through the DOL initiative of Retaining Employment and Talent After Injury/Illness Network (RETAIN), the premise is that with timely, coordinated, and effective supports – many workers could remain in their jobs.   RETAIN is led by ODEP, in partnership with ETA and SSA.

ADAAA Anniversary Week

The ADA Amendments Act of 2008 (ADAAA) was signed into law on September 25, 2008. The amended law was intended to clarify the scope of the definition of disability under the ADA and took effect on January 1, 2009.  Today, an individual with a disability is a person who has a physical or mental impairment that limits one or more major life activities, has a record of such an impairment, or is regarded as having such an impairment.

Practices of States with Order of Selection

The Workforce Innovation Technical Assistance Center posted an Order of Selection resource for all states administering VR services. The VR program is required to serve individuals with the most significant disabilities first when there are not enough resources to serve everyone eligible for VR services. Individuals with the most significant disabilities are given a priority over those with less significant disabilities, a process known as “order of selection”.

AJC Customer Flow Scenario Infographics - New Developments

ETA is pleased to highlight two new developments surrounding American Job Center (AJC) Customer Flow Scenario Infographics. First, a Spanish translation is now available to last year's popular release. Second, new youth scenarios have been released focused on youth or young adults seeking assistance from an AJC. Both storyboards include scenarios focused on serving customers with disabilities.

PTSD Awareness Day

National Post Traumatic Stress Disorder (PTSD) Awareness Day is observed annually on June 27th. PTSD is a mental health condition that develops after a terrifying ordeal that involved physical harm or the threat of physical harm. This disability is often found common amongst our war veterans. Individuals with PTSD may have difficultly going about daily life that could impact employment. ETA posted PTSD Workplace Resources to help overcome common misconceptions about PTSD.

nTIDE May 2018 Jobs Report

ETA is pleased to highlight the most recent nTide Report documenting that the employment-to-population ratio for working-age people with disabilities increased from 29.2% in May 2017 to 29.7% in May 2018. The Kessler foundation also observed that this is the 26th consecutive month that we are seeing improvement in the employment-to-population ratio. This indicator from the June 1st BLS Jobs Report reflects the percentage of people who are working relative to the total population.

RETAIN Funding Opportunity Announcement

ODEP published a Funding Opportunity Announcement for Phase 1 of the Retaining Employment and Talent after Injury/Illness Network (RETAIN) Demonstration Projects. A partnership between the SSA, the Department of Labor’s ETA and ODEP, RETAIN will test the impact of early intervention strategies that improve stay-at-work/return-to-work outcomes of individuals who experience an injury or illness while employed. RETAIN projects will address both on-the-job and off-the-job injuries and illnesses.

Observing Older Americans Month

During the month of May, the nation observes Older Americans Month. As it relates to employment, there continues to be a demographic shift of an aging workforce. In 2016, the U.S. disability prevalence rate for the age between 65 to 74 was 25.3 percent. ETA is pleased to highlight this public service announcement video from the New England ADA Center discussing the role of the ADA to support older Americans with acquired disabilities.

Occupational Employment Statistics

Vocational counseling and planning is one of the critical services in helping people with disabilities find the right job. To support that effort, ETA is pleased to promote Occupational Employment Statistics within the Bureau of Labor Statistics (BLS) that provides employment and wage estimates for over 800 occupations as well as national occupation estimates for specific industries. Resources include OES data, charts, videos, databases and maps.

Vocational Rehabilitation Technical Assistance Repository

One of the key goals of WIOA is to maximize cross-training from different programs to share expertise about the needs of specific populations so that all staff can better serve all customers. Happy 40th Anniversary NIDILRR!

ETA recognizes that the National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) within the U.S. Department of Health and Human Services (HHS) will be celebrating its 40th anniversary this week.  NIDILRR addresses disability employment as one of its focus areas in rehabilitation research.  NIDILRR’s target population includes all disability types and all age groups.

In celebration of African American History Month, ETA honors the contributions of African American leaders with disabilities who broke down barriers. World Mental Health Day – October 10, 2018

World Mental Health Day will be observed in more than 100 countries on October 10th.  On that day, thousands of supporters and advocates come to celebrate this annual event from around the world to bring attention to mental illness and its effects.  ETA is joining this global effort by sharing technical assistance resources on Workplace Resources for Mental Health to help further expand off Mental Health Awareness month that we previously observed together in May.

Veterans Day Observance – November 11, 2018

On November 11th, the nation celebrates Veterans Day.  For too many of our veterans returning from war, they suffer from Post Traumatic Stress Disorder (PTSD).  PTSD causes significant distress or impairment in the individual’s interactions and capacity to work.  ETA compiled workplace resources to increase awareness about PTSD to help increase awareness to support our veterans and others with this disability.

Blindness Awareness Month

October is Blindness Awareness Month. Based on the 2017 Annual Disability Statistics Compendium, there were 7,668,316 individuals with a vision disability living in U.S. communities.  California had the highest percentage at 26.5%, while Vermont had the lowest percentage at 14.4% for this disability type.  ETA compiled workplace resources for employing and accommodating individuals with blindness.

Explore-Work.com Launch

ETA is pleased to highlight a new resource launched by WINTAC called Explore-Work.com.  This site features a series of web-based modules targeted for students with disabilities against the five required VR pre-employment transition service activities. As background, WINTAC provides technical assistance to state VR agencies and service providers to help them meet the requirements of WIOA.

Happy Birthday ADA!

On Thursday, July 26, the nation observes the 28th anniversary of the Americans with Disabilities Act (ADA).  At the ADA signing ceremony in 1990, President George H.W. Bush concluded his remarks with the following statement:  “Let the shameful wall of exclusion finally come tumbling down.” In our continued efforts to ensure all Americans have equal access to employment, ETA compiled ADA technical assistance resources available for reference.

Disability and Recreation

  During summer, the enjoyment of recreation opportunities is also important for the disability population to have meaningful balance against work life. However, there are sometimes accessibility barriers to fully experience different outdoor activities.  ETA is pleased to highlight how the Southeast Alaska Independent Living (SAIL) breaks down barriers by adopting an adaptive resource and recreation program for the Alaskan disability population to enjoy the great outdoors.

BLS - 2017 Labor Force Characteristics

ETA is pleased to highlight an Economic News Release from the Bureau of Labor Statistics (BLS) titled Persons with a Disability: 2017 Labor Force Characteristics. The release includes an overview of 2017 highlights, demographic characteristics, employment-population ratio, and unemployment.  One interesting finding is that employed persons with a disability were more likely to be self-employed than those with no disability.

Honoring Women's History Month

In honor of Women's History Month, ETA would like to highlight a resource on tracking statistics on women with disabilities in the labor force. This data is released monthly by DOL Bureau of Labor Statistics and can be found by clicking here. In February, the participation rate of women with disabilities between the ages of 16 to 64 in the labor force was 30.4% compared to 71.0% for women without disabilities. We collectively continue our efforts to improve access to good sustaining jobs.

Disability Employment Trends Webinar Series

ETA is pleased to highlight a free monthly Lunch & Learn webinar series to discuss national trends in disability employment (nTide). The nTide webinars will traditionally occur on the first Friday of every month in order to correspond with the DOL Bureau of Labor Statistics jobs report release. ETA Funds to Address Opioid Health Crisis

Researchers often document that individuals with a disability versus those without a disability are more likely to have a substance abuse problem and less likely to get effective treatment. ETA has announced the availability of up to $21 million for demonstration grant projects for Program Year 2017. These grants will enable eligible applicants to serve or retrain workers in communities impacted by the health and economic effects of widespread opioid use, addiction, and overdose.

Direct Support Workforce Study

NDEAM Posters Available

In October, the nation celebrates National Disability Employment Awareness Month (NDEAM). NDEAM celebrates the contributions of workers with disabilities and educates about the value of a workforce inclusive of their skills and talents.  This year’s theme is “America’s Workforce: Empowering All." New Release – County-level Disability Prevalence Reports

Want to learn about disability prevalence in your local area? ETA is pleased to highlight the newly released State Reports for County-level Data, which provide statistics on the number of people with disabilities for over 3,000 counties in the United States. Each State report includes counts and percentages broken down by county in tables and maps. This builds off the 2017 Annual Disability Statistics Compendium.

The Council of State Administrators of Vocational Rehabilitation (CSAVR) is comprised of the 79 chief administrators of the public vocational rehabilitation (VR) agencies serving individuals with physical and mental disabilities. New Milestone – Job Growth for People with Disabilities

ETA is pleased to highlight the most recent nTide Report documenting a 7.7 percent increase in labor force participation for working-age people with disabilities from March 2017 to March 2018, based on the latest BLS jobs report. This percentage increase outpaces the gains of people without disabilities during the same period. nTide is funded, in part, by grants from the U.S. Department of Health and Human Services and Kessler Foundation.
