This report examines workforce challenges in the long-term care system and their consequences;shares personal success stories and barriers for those delivering and receiving supports;and highlights creative, bold actions being taken around the country.

During summer, the enjoyment of recreation opportunities is also important for the disability population to have meaningful balance against work life. However, there are sometimes accessibility barriers to fully experience different outdoor activities. ETA is pleased to highlight how the Southeast Alaska Independent Living (SAIL) breaks down barriers by adopting an adaptive resource and recreation program for the Alaskan disability population to enjoy the great outdoors.

On Thursday, July 26, the nation observes the 28th anniversary of the Americans with Disabilities Act (ADA). At the ADA signing ceremony in 1990, President George H.W. Bush concluded his remarks with the following statement: “Let the shameful wall of exclusion finally come tumbling down.” In our continued efforts to ensure all Americans have equal access to employment, ETA compiled ADA technical assistance resources available for reference.

The deadline has been extended to August 3rd to prospective applicants on the Funding Opportunity Announcement for Phase 1 of the Retaining Employment and Talent after Injury/Illness Network (RETAIN) Demonstration Projects. A partnership between the SSA, the Department of Labor’s ETA and ODEP, RETAIN will test the impact of early intervention strategies that improve stay-at-work/return-to-work outcomes of individuals who experience an injury or illness while employed.

ETA is pleased to highlight an Economic News Release from the Bureau of Labor Statistics (BLS) titled Persons with a Disability: 2017 Labor Force Characteristics. The release includes an overview of 2017 highlights, demographic characteristics, employment-population ratio, and unemployment. One interesting finding is that employed persons with a disability were more likely to be self-employed than those with no disability.

National Post Traumatic Stress Disorder (PTSD) Awareness Day is observed annually on June 27th. PTSD is a mental health condition that develops after a terrifying ordeal that involved physical harm or the threat of physical harm. This disability is often found common amongst our war veterans. Individuals with PTSD may have difficultly going about daily life that could impact employment. ETA posted PTSD Workplace Resources to help overcome common misconceptions about PTSD.

ETA is pleased to highlight the most recent nTide Report documenting that the employment-to-population ratio for working-age people with disabilities increased from 29.2% in May 2017 to 29.7% in May 2018. The Kessler foundation also observed that this is the 26th consecutive month that we are seeing improvement in the employment-to-population ratio. This indicator from the June 1st BLS Jobs Report reflects the percentage of people who are working relative to the total population.

The Workforce Innovation Technical Assistance Center posted an Order of Selection resource for all states administering VR services. The VR program is required to serve individuals with the most significant disabilities first when there are not enough resources to serve everyone eligible for VR services. Individuals with the most significant disabilities are given a priority over those with less significant disabilities, a process known as “order of selection”.
